About ICQCT 2025
2025 International Conference on Quantum Computing and Communication Technology（ICQCT 2025）will be held from November 28 to 30, 2025, in Kuala Lumpur, Malaysia. The theme of this conference aims to bring together researchers and industry experts from around the world to discuss the latest research findings, application developments, and future trends in quantum computing and communication technologies. The conference will cover several important topics, including quantum algorithms, quantum encryption, quantum error correction, and quantum networks, striving to provide participants with an open platform for academic exchange. We sincerely invite researchers, experts, and scholars from both academia and industry to actively participate in this conference, share their original research findings in the field of quantum computing and communication technologies, explore emerging applications, and thus promote scientific innovation in quantum technology, collaboratively advancing the development of science and technology, and ushering in a broader quantum era.

Prof. Maode Ma Qatar University, Doha IET Fellow Prof. Maode Ma, a Fellow of IET, received his Ph.D. degree from the Department of Computer Science at the Hong Kong University of Science and Technology in 1999. Now, Prof. Ma is a Research Professor in the College of Engineering at Qatar University in Qatar. Before joining Qatar University, he has been a faculty member at Nanyang Technological University in Singapore for over 20 years. He has extensive research interests including network security and wireless networking. He has led 26 research projects funded by government, industry, military, and universities in various countries. He has supervised 25 research students to get their Ph. D degrees. He has been a conference chair, technical symposium chair, tutorial chair, publication chair, publicity chair, and session chair for over 100 international conferences. He has been a member of the technical program committees for more than 200 international conferences. Prof. Ma has more than 500 international academic publications including over 250 journal papers and about 250 conference papers. He has edited a few technical books and produced over 28 book chapters. His publication has received over 10,000 citations in Google Scholar. He has delivered over 90 keynote speeches and 10 tutorials at various international conferences. Prof. Ma currently serves as the Editor-in-Chief of the International Journal of Computer and Communication Engineering and the Journal of Communications. He also serves as a Senior Editor for IEEE Communications Surveys and Tutorials, and an Associate Editor for the International Journal of Wireless Communications and Mobile Computing and International Journal of Communication Systems. Prof. Ma is a senior member of the IEEE Communication Society and a member of ACM. He is now the Chair of the ACM, Singapore Chapter. He has been serving as an IEEE Communication Society Distinguished Lecturer from 2013 to 2016 and from 2023 to 2024. |

Prof. Dai Wanyang Nanjing University, China He has conducted a series of important and pioneering works in the fields of quantum computers, quantum cloud computing, stochastic (asymptotic) optimal control, (stochastic differential) game theory, and (forward-backward and reflected) stochastic (ordinary/partial) differential equations. His achievements have been widely cited, adopted, and further developed by renowned scientists including members of the U.S. National Academy of Sciences, the U.S. National Academy of Engineering, INFORMS Lancaster Prize winners, and John von Neumann Prize winners. Many influential results have been published in top-tier, authoritative, and renowned international journals.Chief Scientist of SuXia Control Technology; Chairman and Chief Executive Officer (CEO) of the American Quantum Computing Blockchain Industrial Revolution Forum; Distinguished Expert at Jiangsu Fintech Research Center; President of Jiangsu Society of Probability and Statistics; Director of Jiangsu Big Data, Blockchain and Intelligent Information Special Committee; Vice Chairman of multiple national societies including Probability, Statistics, Operations Research and Management, as well as Industrial and Applied Mathematics; Member of the Mathematics Discipline Evaluation Committee of the National Natural Science Award Committee (Group Leader of the Stochastic Analysis Group); Expert reviewer for major and key projects (including Outstanding Youth) of the National Natural Science Foundation; Editorial board member of numerous international journals on mathematics and its applications; and has served multiple times as chair of international conferences. |

Prof. Mithun Mukherje eNanjing University of Information Science and Technology, ChinaIEEE Senior Member Mithun Mukherjee is a university-appointed Professor with the School of Artificial Intelligence, Nanjing University of Information Science and Technology, Nanjing, China. He was a specially assigned researcher and assistant professor with the Guangdong Provincial Key Laboratory of Petrochemical Equipment Fault Diagnosis, Guangdong University of Petrochemical Technology, Maoming, China, from 2015 to 2020. His research interests center around the Internet of Things, mobile edge computing, Tactile Internet, and ultra-reliable low-latency communications. He has (co)authored more than 120 publications in peer-reviewed international transactions/journals and conferences. He has two highly cited ESI papers with Google Scholar citation 2500+, h index 18 and I10 index 34. He was listed in Stanford University's 2020 top 2% of scientists in the world (top 0.5% in CS/network). He has one granted Chinese patent. Dr. Mukherjee was a recipient of the 2016 EAI WICON, the 2017 IEEE SigTelCom, the 2018 IEEE Systems Journal, and the 2018 IEEE ANTS Best Paper Award. He has been a guest editor for IEEE Internet of Things Journal, IEEE Transactions on Industrial Informatics, ACM/Springer Mobile Networks and Applications, and Sensors. He is a regular reviewer/lead guest editor for many prestigious journals and conferences, serves as the TPC member/chair for various conferences, and organized many special sections/workshops in prestigious international conferences. He completed his Ph.D. from the Indian Institute of Technology Patna, Patna, India, in 2015. He is a senior member of IEEE and a member of CCF. |
| Prof. AZLAN BIN MOHD ZAIN Universiti Teknologi Malaysia, Malaysia He received the Ph.D. degree in computer science from Universiti Teknologi Malaysia (UTM), in 2010. He was appointed as the Director of the Big Data Center, UTM, in April 2020. He is currently an Associate Professor with the School of Computing, UTM. His main research interests include artificial intelligence, modeling and optimization, machining, and statistical process control |

Publication
Manuscripts passed the peer-review process by expert reviewers from the conference committees will be accepted and published in the Conference Proceedings. The published papers will then be submitted to EI Compendex, Scopus for indexing.

1. The official language of the conference is English, and the paper must be an English manuscript.
2. The author of the published paper must submit the full text, which should not be less than 4 pages.
3. The paper should have academic or practical value and have not been published in domestic or foreign academic journals or conferences.

5. After the acceptance and payment, the organizing committee will conduct a plagiarism check on the manuscript using the iThenticate system. Authors may also opt to perform the check at their own expense.

Refunds Policy
If the participants request cancellation and refund due to personal reasons, the following refund policy applies.
* 60 days ahead of the conference: 70% of payment refund
* 30-60 days ahead of the conference: 50% of payment refund
* Within 30 days ahead of the conference: 30% of payment refund
* After conference: no refund
Cancellation and refund request must be made formally by email.
The organizing committees reserves the right to change the dates and place of the conference due to force majeure. Losses thus incurred from the force majeure events shall not be liabled and refunds policy shall not apply as well.

Participation
1. Author Participation: one accepted article can have one author attend the conference for free, other authors can register separately.
2. Keynote Speaker: apply for a keynote speech, which will be reviewed by the organizing committee.
3. Oral Presentation: apply for an oral presentation, 15 minutes in duration.
4. Poster Display: apply for poster display, A1 size.
5. Audience participation: no submission only participation, can also apply for speech and poster display.
